Tzu Chi, founded in 1966 by Master Cheng Yen, began its mission with free medical services for the impoverished communities in Hualien and Taitung. In 1972, it established the "Tzu Chi Foundation-affiliated Free Medical Clinic" on Ren'ai Street in Hualien City. Following this, the Hualien Tzu Chi Hospital opened in 1986, continuing its commitment to providing medical care to remote areas and indigenous communities through free consultations.

Since then, additional facilities such as the Tzu Chi hospitals in Yuli, Guanshan, Dalin, Xindian, and Tanzi have been established. This expansion signifies a systematic approach to making Tzu Chi healthcare widely accessible. Through free outreach clinics, a comprehensive medical network has been developed across Taiwan, reaching urban and rural areas alike, embodying the principle of "human-centered healthcare that respects life." The organization focuses on safeguarding lives, health, and compassion through its medical services.

In response to advancements in mobile technology and the necessity for convenient healthcare access, Tzu Chi has launched a mobile registration system. This service encompasses seven medical institutions, including Hualien Tzu Chi Hospital and others in Yuli, Guanshan, Dalin, Taipei, Taichung, and Douliu. The application provides essential features such as hospital information, outpatient registration, appointment inquiries or cancellations, visit status updates, and health education resources—allowing individuals to stay informed about their health and that of their families at any time.
