City Conan (a.k.a. Phishing Eyes Police) is a "Phishing Eyes Civil-Government Joint Response Network Service," developed and operated jointly by the National Police University's Public Safety Policy Research Institute and Infinity Co., Ltd.

City Conan is a malicious app detector developed in response to the requests of frontline police officers to detect malicious apps used for voice phishing. It is similar to the former Phishing Eyes Police app.

City Conan detects malicious apps used for voice phishing, such as malicious apps and remote control apps, and Phishing Eyes includes most detection features related to all fraud processes of voice phishing, including "malicious apps," "remote control apps," "smishing," "communication with phishing suspects," "malicious IP/URL detection," and "KakaoTalk impersonation detection." These features are provided differently depending on the version. Phishing Eyes is jointly operated by financial institutions and prevented from 5 main scams by phishers: "malicious apps," "remote control apps," "text messages," "KakaoTalk," and "phone calls," as well as 5 main channels of deception: "app," "web," "ARS," "ATM," and "teller."

We recommend that customers who want comprehensive voice phishing prevention install the Phishing Eyes app. Customers who have installed Phishing Eyes do not need to install City Conan separately.

• Main Functions of City Conan:
• Detects various phone-intercepting apps, financial institution impersonation apps, public institution impersonation apps (such as police/prosecution), medical impersonation apps, delivery/shopping impersonation apps, and body cam malicious apps used for voice phishing in real time.
• Detects and deletes malicious files (.apk/.zip) not installed on the device.
• Collaborates with partner financial institutions: When detecting a voice phishing malicious app, blocks financial transactions such as transfers and loans in collaboration with the user's authorized financial institution.

• App Permissions:
• From March 23, 2017, Citizen Conan accesses only the necessary items according to the Information and Communication Network Act, which aims to protect users with regards to smartphone app access permissions. The required permissions are:
