Since the Great East Japan Earthquake, the importance of accurate earthquake prediction and forecasting has been increasingly recognized. The Japan Earthquake Science Exploration Agency (JESEA) utilizes a survey engineering approach to identify and analyze earthquake precursors for predictive purposes. By leveraging Professor Murai's research techniques at the University of Tokyo, the system examines data from approximately 1,300 electronic reference points established by the Geospatial Information Authority of Japan, along with private electronic observation points operated by NTT Docomo. Through correlation analysis of seismic source locations, intensities, magnitudes, and damage patterns from historical earthquakes, it detects potential signs indicating imminent seismic events and provides forecast information.

The predictive process involves a comprehensive analysis of surface movements in three dimensions—both short-term and long-term—as well as an assessment of accumulated strain over extended periods. The results are visualized in detailed images tailored to specific regions and are published weekly every Wednesday.
