On November 27, 2015, General Secretary Xi Jinping pointed out at the Central Poverty Alleviation and Development Work Conference that "our society is not lacking in love and strength for poverty alleviation, what is lacking is an effective and credible platform and participation channels." In order to fully implement the important instructions of General Secretary Xi Jinping, and to innovate social poverty alleviation participation mechanisms, in 2016, the original State Council Leading Group Office of Poverty Alleviation guided the establishment of the China Social Poverty Alleviation Network.

The China Social Poverty Alleviation Network focuses on targeted poverty alleviation and precision poverty eradication. Its main businesses are poverty alleviation coordination, crowdfunding for poverty alleviation, and consumption-driven poverty alleviation, meeting the diverse needs of the social poverty alleviation network. Since 2017, the poverty alleviation coordination platform has released over 7.4 million requests for help, successfully coordinated more than 5.8 million cases, with the value of coordinated funds and goods exceeding 10 billion yuan. Since 2018, the crowdfunding platform for poverty alleviation has welcomed 240 charitable organizations, raising over 800 million yuan in funding. It has helped 340,000 impoverished cataract patients and over 2,800 ankylosing spondylitis patients and provided Mandarin training to over 530,000 preschool children in ethnic minority areas. Since 2020, the consumption-driven poverty alleviation platform has promoted over 260,000 certified products, facilitating sales of over 12 billion yuan. Currently, the China Social Poverty Alleviation Network has more than 78 million registered users and was awarded the National Innovation Award in Poverty Alleviation in 2018.

In 2021, the national battle against poverty achieved a comprehensive victory to further consolidate and expand the achievements of poverty alleviation efforts and promote the development of impoverished areas and comprehensive rural revitalization. The China Social Poverty Alleviation Network was renamed the China Social Assistance Network in response to these changes. The original platform was restructured into three platforms: Digital Rural Areas, Public Welfare Assistance, and Consumption Assistance.

The Digital Rural Areas platform aims to build an online home for rural villages. It features functions such as policy releases, village information, villagers' interactions, nostalgic feelings, and a charity supermarket. It serves as a window to understand the party's and country's policies and measures for rural revitalization; an avenue for transparent village information disclosure; a space for villagers' mutual communication; a place for non-local residents to connect with their hometowns; a bridge for urban-rural public welfare connections; and a medium for nurturing rural cultural refinement.

The Public Welfare Assistance platform provides a genuine and trustworthy platform for social organizations and individuals to participate in public welfare activities. It offers functions such as public welfare project services, personal assistance services, and donation information dissemination. It provides information technology services for public welfare organizations including fundraising, fund management, donor maintenance, beneficiary disclosure, project management; assistance services for vulnerable groups; and publishing and online fundraising services for public welfare fundraising projects.

The Consumption Assistance platform focuses on promoting high-quality agricultural products from impoverished areas in central and western China to engage social forces in consumption-driven poverty alleviation. It includes functions like production-sales linkage, counter management, and displaying the results of consumption-driven poverty alleviation. It provides linkage support and technical assistance to operators; purchase channels and product traceability to consumers; product exhibition platforms for high-quality agricultural enterprises in central and western regions to promote sales and industrial incubation.

In advancing the comprehensive rural revitalization journey, the China Social Assistance Network will continue to promote the spirit of poverty alleviation efforts. It will focus on rural areas, grassroots levels, highlight regions in central and western China as well as disadvantaged groups.
