The Ksitigarbha Bodhisattva's Vows Sutra, also known as the Ksitigarbha's Fundamental Vows Sutra, Ksitigarbha's Fundamental Practice Sutra, or Ksitigarbha's Strong Vow Power Sutra, consists of two volumes. (The commonly used version has three volumes.) It is one of the three sutras about Ksitigarbha (the other two being the "Sutra on Observing the Affairs of Good and Evil" and the "Great Collection Sutra on the Ten Wheels of Ksitigarbha in Mahayana"). Collected in the Taisho Tripitaka Vol. 13, it was translated by the Tang Dynasty monk Shichinaitera. The sutra narrates the meritorious virtues and vows of Ksitigarbha Bodhisattva, emphasizing the inconceivable great vow power of Ksitigarbha Bodhisattva. It records Shakyamuni Buddha speaking to his mother Maya in the Trayastrimsa Heaven (the second heaven of the desire realm), praising Ksitigarbha Bodhisattva's grand vows with the words "Hell will never be empty until all beings are saved, only then will I attain Buddhahood and enter Nirvana," and presents typical examples of Ksitigarbha Bodhisattva's practice on the ground of causality.
