"The Sex Offender Alert App (성범죄자 알림e) is a smartphone application that allows users to access the sex offender notification service on their smartphones, in addition to the existing PC website. Now, users can conveniently check and view sex offender information anytime, anywhere on their mobile devices. Furthermore, a new feature has been added to provide notifications about the location of sex offenders. This feature will inform users of the current residential address of sex offenders (not real-time location) through messages or voice alerts. We hope that many people will make use of this app.

Sex offender information is made public according to court orders. Once a court order for public disclosure is finalized, the Ministry of Justice promptly sends the specified information to the Ministry of Gender Equality and Family Affairs so that the public order can be enforced. It is stipulated that the disclosure of sex offender information is carried out by the Ministry of Gender Equality and Family Affairs (Article 47 of the Special Act on the Punishment of Sexual Violence Crimes). Therefore, the disclosure of sex offender information is not done arbitrarily by the Ministry, but rather follows court orders.

We would like to inform you that among the disclosed sex offender information, there are also female sex offenders. Additionally, the authentication process for personal information is conducted in accordance with legal procedures. Please understand that personal information authentication is a necessary measure for data security and prevention of leaks. Article 49(5) of the Act on Protection of Children and Juveniles against Sexual Abuse mandates that individuals who wish to access public information through an online platform must go through a real-name verification process. The specific methods and procedures for real-name verification and preventing information leaks are determined by presidential decree (Article 49(6)).

Regarding screen captures, we would like to clarify that preventing such captures is an unavoidable measure in order to prevent the leakage of personal information, as stipulated by regulations. Furthermore, there are cases where individuals have been fined by the courts for disseminating even public information. Therefore, we implement screen capture prevention programs and watermarks to preemptively prevent such harm. We kindly ask for your understanding on this matter."

Such matters are regulated by Article 29 (Duty to Ensure Safety Measures) of the Personal Information Protection Act, which requires personal data processors to establish internal management plans and implement the necessary technological, managerial, and physical measures to ensure the security and prevent loss, theft, leakage, forgery, or damage of personal information in accordance with presidential decree.

Furthermore, Article 19 (Operation of Public Information Exclusive Websites) of the Enforcement Decree of the Act on Protection of Children and Juveniles against Sexual Abuse stipulates that the Minister of Gender Equality and Family Affairs must take technical measures such as step-by-step access to public information, prohibition of input and output by users of public information, and security to prevent the leakage of publicly registered information on exclusive websites, as well as conducting constant monitoring."
