The Constitution of the Communist Party of China is the fundamental regulation established by the Communist Party of China to realize the Party's program, conduct regular activities, and define internal party affairs. It serves as the foundation of the regulatory system upon which the Party is built and operates. It sets forth the basic principles and regulations that all levels of the Party organizations and all Party members must abide by, possessing the highest authority within the Party as the fundamental law. According to Article 2 of the "Regulations on the Formulation of Intra-Party Regulations of the Communist Party of China", intra-party regulations refer to the rules and systems established by the central organization of the Party, as well as by the Central Commission for Discipline Inspection, central departments, and party committees of provinces, autonomous regions, and municipalities directly under the central government to standardize the work of party organizations, activities, and party member behaviors.
